Solid foundation, Transparent Expression

A transparent volume resting on a solid podium, echoing the rugged Omani mountains and anchoring it to its context. A semi-reflective roof shelters the structure, doubling as a green roof with integrated PV panels. Supported by a series of columns, the roof is elevated to function as louvers, modulating light infiltration into the building. This design merges sustainability with symbolism, reflecting transparency and environmental harmony in alignment with Oman’s values.

1/7 OMAN PODIUM: Bringing Oman to the podium, by abstracting Oman's rocky mountains and nature into a solid unifying base.

2/7 OMAN NATURE: Nature penetrates the solid mass and allows for ventilation and more exposure to views.

3/7 SITE FEATURES: The building is tilted towards the sea view, and extra spaces are created for future expansion.

4/7 THE METAPHOR: A sheltering roof and transparent masses act as a mirror that is being lifted by the people of Oman, represented by the columns.

5/7 SPACES: Departments are distributed in the mass formulated, and the Minister’s and Undersecretary’s wings are at the end of the building projected to overlook the sea view.

6/7 CIRCULATION: Circulation elements connecting the building together are an extension of the Omani base.

7/7 SUSTAINABILITY: A sheltering roof and its columns break the sun rays. The roof is also covered with photovoltaic cells to collect solar energy. Green pockets are evenly distributed throughout the building.
